Summary Notes on COP 31 and India's Climate Strategy

Event: 31st United Nations Annual Climate Conference (COP 31)
Location: Antalya, Türkiye
Dates: November 9 - 21, 2026

Key Points from India's Participation:

Union Environment Minister: Bhupender Yadav will represent India at COP 31.
Electrification Target Proposal: Türkiye has proposed a global target to meet 35% of energy needs from electricity by 2035 to curb emissions. India has not yet committed support for this target, emphasizing the need to consider national circumstances and sovereignty in such pledges.
India's Climate Priorities:
- Advocacy for adherence to principles of equity and common but differentiated responsibilities (CBDR).
- Acknowledgment that an immediate phase-out of fossil fuels is unrealistic as energy access is prioritized for the population.
- Strong emphasis on addressing poverty-eradication programs alongside climate obligations.
India's Commitments:
- India's stance is to be part of the solution to climate change issues.
- Call for developed countries to fulfill their climate finance obligations and support the initiation of the Climate Finance Work Programme at COP 31.
Other Proposals from Türkiye:
- Halving global waste growth by 2035.
- Reducing energy consumption intensity in the building sector by at least 25%.

Contextual Background:

International Context: COP 31 follows seasons of heightened global dialogue on climate, emphasizing commitments under the Paris Agreement, where nations are tasked with measurable emissions reduction contributions.
India's Position: Reflects the need to balance developmental goals with environmental obligations, citing concerns on energy security, poverty alleviation, and sovereignty as critical factors in climate negotiations.

Constitutional and Policy Framework References:

Common but Differentiated Responsibilities (CBDR): A principle delineating the responsibility of developed and developing countries in addressing climate change based on their varying contributions to the problem and respective capabilities.
Sovereignty and National Circumstances: Discussions around climate obligations must respect the contexts and conditions each nation faces, including energy demands and socioeconomic needs.

This summary encapsulates India's expectations and approaches towards global climate negotiations, highlighting its commitment to sustainable development while advocating for equitable climate action frameworks.

Summary of Key Facts and Data

Environmental Incident: Rhine River Fire (1986)

Date: November 1, 1986, fire at Sandoz agrochemical warehouse near Basel, Switzerland; resulted in toxic chemical discharge into the Rhine River.
Consequences: Death of aquatic life (including fish species like salmon).
Context: Followed major environmental disasters, Bhopal gas tragedy (December 1984) and Chernobyl disaster (April 1986).

International Response and Action Plans

Countries involved: Switzerland, France, Germany, Luxembourg, Netherlands.
Meeting: December 19, 1986, in Rotterdam; establishment of the International Commission for the Protection of the Rhine (ICPR).
Rhine Action Programme (RAP) developed and approved on October 1, 1987.
Objectives of RAP:
1. Reintroduce previously present fish species (e.g., salmon) to the Rhine.
2. Ensure Rhine water remains safe for drinking.
3. Prevent sediment pollution.

Outcomes of the Rhine Action Programme

Improvements reported by ICPR indicate significant enhancement in water quality.
Recovery of over 70 fish species including the salmon as a symbol of success.
Infrastructure improvements: construction of wastewater treatment plants, enhanced accident-prevention measures.

Current Status of the Rhine River

Enhanced connectivity with tributaries and the North Sea; improved water quality.
The river now serves as a habitat supporting aquatic life and has become a cultural attraction.

Contrasting Situation: Yamuna River Pollution

Comparatively polluted: Yamuna River, particularly in Delhi, has severe water quality issues.
Key Metrics:
- Biochemical Oxygen Demand (BOD): Exceeds 3.0 mg/L (limit for outdoor bathing).
- Faecal Coliform: Levels are multiples over the acceptable range (500 MPN) and permissible level (2500 MPN).

Historical Initiatives in India

Legislative Framework:
- The Water (Prevention and Control of Pollution) Act, 1974
- The Environment (Protection) Act, 1986
- Ganga Action Plan (1985)
- Yamuna Action Plan (1993)
- National Ganga River Basin Authority (2009)
- National Mission for Clean Ganga (2011)
- Namami Gange Programme (2014)
- National Ganga Council (2016)
Financial Expenditure: Over Rs 24,298.32 crore spent on cleaning Ganga and Yamuna (various phases and plans).

Current Status of River Pollution in India

Increasing polluted river stretches: 296 polluted locations across 271 rivers as of 2025, highlighting insufficient outcomes from long-term initiatives.

Constitutional and Policy References

Environmental protection mandates reflect through various legislations, but enforcement has been lacking, leading to persistent river quality degradation.
There is a correlation noted between public environmental movements and government responsiveness, which have historically been insufficient to induce significant change.

Conclusion

The Rhine revitalization efforts contrast starkly with the ongoing pollution crisis of the Yamuna, revealing both the regulatory challenges India faces and the need for effective governance and public awareness to address environmental issues.
