Model Youth Gram Sabha (MYGS) Initiative Overview

1. Launch Details:

   • Date: 30th October 2025
   • Location: New Delhi
   • Organizers: Ministry of Panchayati Raj, Ministry of Education (Department of School Education and Literacy), and Ministry of Tribal Affairs.

2. Key Officials:

   • Prof. S. P. Singh Baghel – Union Minister of State for Panchayati Raj and Fisheries, Animal Husbandry, and Dairying.
   • Shri Durgadas Uikey – Union Minister of State for Tribal Affairs.

3. Training and Digital Tools:

   • Introduction of a Training Module on Model Youth Gram Sabha.
   • Launch of the MYGS Portal, aimed at supporting the initiative's implementation, enhancing teacher capacity, and fostering student involvement in local governance.

4. Implementation Scope:

   • Target: Over 1,000 schools across India, including:
     • Jawahar Navodaya Vidyalayas (JNVs)
     • Eklavya Model Residential Schools (EMRSs)
     • State Government Schools.

5. Participating Delegates:

   • Over 650 attendees, including students, teachers, and elected representatives from Panchayati Raj Institutions (PRIs) from Uttar Pradesh, Uttarakhand, Haryana, and State Panchayati Raj Departments.

6. Objectives of MYGS:

   • Promote Janbhagidari (people's participation).
   • Strengthen participatory local governance by involving students in simulated Gram Sabha sessions.
   • Align with the National Education Policy 2020, focusing on:
     • Instilling democratic values.
     • Encouraging civic responsibility and leadership among the youth.
     • Nurturing future citizens committed to principles of transparency and accountability.
     • Supporting the vision of Viksit Bharat (Developed India).

7. Relevance to Constitutional Framework:

   • The initiative reinforces the principles outlined in the Directive Principles of State Policy (DPSPs) aimed at ensuring active participation of citizens in governance.
   • It encourages a foundational understanding of local governance in line with Article 40 of the Indian Constitution, promoting the organization of village panchayats.

This initiative represents a major step towards engaging youth in governance and civic activities, crucial for shaping informed and responsible citizens for the future.
