New Curriculum Frameworks in Education

National Education Policy (NEP) 2020 Implementation

1. Curriculum Structures:

   • NCERT has released two curriculum structures as per NEP 2020:
     • National Curriculum Framework for Foundational Stage (NCF-FS) 2022
     • National Curriculum Framework for School Education (NCF-SE) 2023

2. Objectives:

   • Curriculum goals, competencies, learning outcomes, course content, textbooks, teaching methods, and assessment criteria are outlined in these frameworks.

3. Stakeholder Participation:

   • A national steering committee was formed to gather input from various stakeholders including teachers, parents, students, and subject experts through:
     • Ground-up consultations and digital surveys.
     • Over 1.3 million citizens participated in a national mobile app survey.
     • More than 1550 district-level consultations across 32 states and UTs.
     • 12 consultations with 8000 stakeholders from institutional groups and civil society.

4. Focus Groups and Expert Groups:

   • 25 specific relevant topics were discussed by focus groups comprising over 4000 experts.
   • NCERT established 25 national focus groups with more than 175 members to analyze suggestions.

5. Release Dates:

   • NCF-FS was released on October 20, 2022.
   • NCF-SE was released on August 23, 2023.

6. Committees Established:

   • National Curriculum and Teaching Learning Material Committee (NSTC) formed to oversee the development of curriculum and teaching materials.
   • 13 Curriculum Area Groups (CAG) and textbook development teams (TDT) have been created under NSTC.

7. Monitoring and Development:

   • A National Curriculum Structure Inspection Committee has been set up to monitor the implementation of teaching-learning materials.
   • New teaching-learning resources such as textbooks for classes 1-9 and resources for Balvatika (preschool) have been published.

8. Content Development:

   • New materials align with curriculum goals, competencies, and learning outcomes.
   • Drafts undergo multiple rounds of academic and pedagogical reviews to ensure:
     • Academic accuracy
     • Age-appropriateness
     • Inclusiveness
     • Constitutional values
     • Gender sensitivity
     • Cultural relevance

9. Feedback Mechanism:

   • NCERT updates textbooks annually based on feedback from students, teachers, and stakeholders without structural changes.
   • Experts may be invited for finalizing necessary changes.

10. Parliamentary Response:

    • This information was provided in a written response to the Lok Sabha by the Minister of State for Education, Shri Jayant Chaudhary.
