Summary of the Biodiversity Governance Project in Tamil Nadu and Meghalaya

Project Overview:

• The Ministry of Environment, Forest and Climate Change (MoEFCC) and the National Biodiversity Authority (NBA) have launched a five-year project to strengthen biodiversity governance at the grassroots level in Tamil Nadu and Meghalaya.
• This initiative is called "Strengthening Institutional Capacities to Ensure Biodiversity Conservation Commitments" and aims to empower local communities through innovative financing and integrate biodiversity into Gram Panchayat Development Plans (GPDP).

Funding and Duration:

• The project is a joint initiative of the Government of India, Global Environment Facility (GEF), and the United Nations Development Programme (UNDP).
• It has received funding of $4.88 million for the period of 2025-2030.

Geographical Focus:

1. Tamil Nadu:

   • Focused on the Satyamangalam landscape, which includes Mudumalai Tiger Reserve and Satyamangalam Tiger Reserve.
   • Aims to unify forest-dependent communities as long-term guardians of wildlife corridors.

2. Meghalaya:

   • Encompasses Nokrek Biosphere Reserve, Balpakram National Park, and Siju Wildlife Sanctuary.
   • Provides a conducive environment for community-led conservation through Village Employment Councils (VECs).

Key Objectives:

1. Mainstreaming Biodiversity:

   • Integrate biodiversity into local development plans and strengthen Panchayati Raj Institutions (PRIs) and Biodiversity Management Committees (BMCs).
   • Establish multi-stakeholder platforms that involve forest departments, revenue authorities, elected representatives, and civil society.

2. Innovative Financing Mechanisms:

   • Promote Access and Benefit Sharing (ABS) arrangements that create sustainable livelihoods and enhance conservation management.
   • Engage in Corporate Social Responsibility (CSR) co-financing and support green micro-enterprises.

3. Knowledge Management and Capacity Building:

   • Collect and disseminate innovations from both regions to facilitate nationwide replication.
   • Focus on enhancing the roles of women, Scheduled Castes, and tribal communities in economic and governance aspects.

Governance Structure:

• Employs a bottom-up approach where PRIs play a crucial managerial role.
• Ensures participation from all sectors and communities through a "whole-of-government" and "whole-of-society" approach.

Alignment with National and International Frameworks:

• Supports the implementation of India's updated National Biodiversity Strategy and Action Plan (NBSAP 2024-2030).
• Aligns with the Kunming-Montreal Global Biodiversity Framework's historic 30x30 target.
• Contributes to India's Nationally Determined Contributions (NDCs) under the Paris Agreement.
• Advances the goals of Tamil Nadu Vision 2030 and Meghalaya Vision 2030.
