Bihar's Special Electoral Roll Revision

Article Summary

The Election Commission (EC) of India has announced significant progress regarding the Special Intensive Revision (SIR) of electoral rolls in Bihar, with more than 87% of enumeration forms already distributed to approximately 1.5 crore households. This exercise aims to ensure that all eligible citizens are included in the electoral process ahead of the Bihar Assembly Elections scheduled for 2025.

Key Highlights:

  • Distribution of Forms: As of July 4, 2025, a total of 6,86,17,932 forms have been given out to the enrolled electors in Bihar, accounting for the vast majority of the total 7,89,69,844 electors as per records dated June 24, 2025.

  • Forms Submission: Around 5% of voters have submitted their filled forms, which adds up to nearly 38 lakh submissions. The deadline for this submission is set for July 25, 2025. Failure to do so will result in non-inclusion in the draft electoral roll to be published on August 1, 2025.

  • Household Visits: The booth-level officers (BLOs) are scheduled to visit each household three times throughout this enumeration exercise. It is anticipated that the number of submitted forms may increase as a result.

  • Documentation Requirements: To qualify for participation in the electoral roll, voters must submit the provided pre-printed forms alongside one of the 11 specified documents to establish their eligibility.

  • Verification Process: Following the publication of the draft electoral rolls on August 1, 2025, verification processes will commence on August 2, 2025. Claims and objections from citizens or political parties can also be submitted starting on this date.

  • Final Electoral Rolls: The final electoral rolls are expected to be published by September 30, 2025. Subsequently, appeals regarding the electoral rolls can be made to the District Magistrate and the Chief Electoral Officer.

Significance: This revision is critical as it seeks to ensure that no eligible voter is disenfranchised, especially in light of concerns raised regarding the accessibility and transparency of the electoral process. The initiative reflects the EC's commitment to inclusive democracy.

Challenges Anticipated:

  • The potential for some households to remain unvisited due to factors such as locked residences, deceased electors, or migration issues has been acknowledged.

Overall, the Special Intensive Revision of electoral rolls in Bihar is a crucial step towards facilitating the efficient conduct of the upcoming assembly elections, aligning with the constitutional provisions that safeguard the electoral rights of citizens.
