UPSC Civil Services Prelims 2017 exam pattern and marking scheme
The UPSC Civil Services preliminary examination is made up of two objective question papers written on the same day. General Studies Paper I — the GS paper — carries 100 questions for 200 marks in two hours, and it is this paper alone that decides the Prelims cut-off. CSAT, or Paper II, carries 80 questions for 200 marks and is qualifying: 33 per cent clears it, and the marks go no further. Prelims scores do not carry into the final ranking either, so the whole stage functions as a screening test.
Negative marking applies throughout — one-third of a question's marks are deducted for a wrong answer, which works out to 0.66 marks on a two-mark GS question. That penalty is what makes the exam pattern unusual to prepare for: accuracy matters more than coverage, and knowing when not to attempt is a scoring skill in itself.

How many questions were asked in the UPSC Civil Services Prelims 2017 question paper?
General Studies Paper I carried 100 questions for 200 marks, and CSAT (Paper II) carried 80 questions for 200 marks. Both papers of the civil services preliminary examination are objective and were held on the same day, two hours each.
Is there negative marking in UPSC Civil Services Prelims 2017?
Yes. One-third of the marks allotted to a question are deducted for every wrong answer, so a two-mark question in GS Paper I costs 0.66 marks when answered incorrectly. Questions left blank carry no penalty, which is why informed guessing has to be deliberate rather than habitual.
Does CSAT Paper II count towards the UPSC Civil Services Prelims cut-off?
No. Paper II is qualifying only — candidates need 33 per cent, roughly 66 of 200 marks. The Prelims cut-off is decided by GS Paper I alone, and Prelims marks do not carry into the final ranking because the preliminary examination is purely a screening test.
